An examination of the Centauri Republic.

For one thing, The Centauri got a lot of new worlds and territory when the took over the Narn.
For another, Londo could of just been rounding.
For another, he may have been dislexic and meant "21" worlds.
For yet another, he may have mistaken a dozen for twenty. Or 50. English is a tough language.
For the last, he may have meant a baker's dozen.

You are, of course, taking what Londo says as the %100 truth. But you are forgetting a couple key points about the Centauri:

First, these are the same Centauri, whose Empire has been on the decline. They are past their glory days, and spend most of their time wishing that the Empire was in its past glory. They will probably exaggerate lots when talking about their Republic to make it SOUND better than it is.

Second, this is the same Centauri race that claimed Earth was a long lost colony of theirs

. They will twist just about anything around to put themselves at the top.

In a nutshell, there is no reason to accept what he said as the absolute truth.

I never believed that the Republic covered the entire quadrant. (Assuming he meant a galactic quadrant)
