Yes that episode with Xander mentioning his B5 plates is real

I was very surprised that xander's character is a fan.

It's very possible that Joss Whedon likes B5 (or one of the actors does, i wonder if Nicholas Brendon is a fan), he respects good writings and B5 is, well, no further explanation required

JMS is also known to like "Buffy",

It's a small town (WriterTown, that is). They are friends and have lots of mutual friends.

The crews of B5 & Buffy even competed in a couple sports leagues, I believe.
