It would probably be technically unreasonable. Six disks only offer that much space. To make it fit, they would have to overcompress their video -- degrading quality.

Er - 22 eps leaves 2 eps on the last disc instead of 4. The telemovies are only as long as 2 eps. No extra space required.

The extras go on the sixth disc precisely because there is "extra" space there. Insert a telemovie that wasn't produced until after the 4th season was completed, was never shown as part of the 4th season and is ignored in the 4th season continuity and you lose extras while gaining - nothing really. Thirdspace should be released with the rest of the telefilms, which is where it really belongs.
