yes, the minbari were to be andro...(i always can't spell that word - the one where you can't tell the difference between male and female, as stated in the last two posts).....which is the reason why the make up between delenn and the assisin was so similar.
Delenn was to be male. Then, after the chrysalis, not only would Delenn become more human, he would also become female.
A female actress was chosen since Delenn would only be male for season 1. The voice was to be digitized to sound more like a male, but they couldn't get the voice thing to sound right, not how jms wanted. So delenn stayed a female. and of course the makeup could then be changed like-wise for season 1 as they decided to change the who male/female looking the same thing /forums/images/graemlins/smile.gif
