It was an interesting episode. Not one of my favorites because we never find out what really happened with Bureau 13 after Horn's destruction.
That has to be inferred, though. There really isn't any conclusive proof.
Eh, we kind of do. I interpret it that Bureau 13 becomes less and less of a covert operation, and ultimately becomes part of mainstream earthgov (although by a different name of course).
I enjoyed the interaction between Winters and Garibaldi - obviously, the chemistry must have been good between the actors.
