Yes, but he knew about the internal bleeding in the chest, and was dealing with that, he did nothing to deal with the leg. Odds are, dealing with the leg wouldn't have saved Boone, but, not knowing and dealing with it ensured Boone not recovering.

The spoilers said someone's lie was responsible for the death, preventing the person from being saved, so, the writers certainly seem to have been going in that direction.

You really can't say Locke lied.
Boone did fall off a cliff.... only in a plane. That's omission.

I don't know if I read it here, but someone mentioned it was ironic that Boone ended up dying in a plane crash.
