No. They are just Another race of first ones.
A race which jms never Used in any of the broadcast or book related stories he oversaw.
The only place they exist is in a Game or two.
So, until JMS personally tells us who and what they are, they remain little more than the name of a group of First Ones.
As far as "Q" or any such analog, jms said that God wasn't available and that, even if She had been, Babylon 5 didn't have the budget to hire Her.
