When are the Psi wars in relation to LotR?

Actually, she tells Garibaldi that he has two years to raise and equip a force that she can use to bring down Psi Corps. So that would place her return in 2264.

JMS has elsewhere confirmed that the Telepath War starts in 2264 (the year Lyta returns) and ends in 2265 (the same year as the Rangers pilot.)

But chances are that Rangers takes place a few months after the end of the war. JMS wouldn't "throw away" a story he's been saving for years just to use it as background for another series. They'll probably be references to it in a Rangers series, and possibly even the telefilm, just as there were in A Call to Arms and Crusade. But ACtA and Crusade were about an EarthForce crew, dealing with a Human crisis, and featured a major character who is a telepath living under the new post-Psi Corps rules.

Rangers is about a mixed crew of Humans and aliens, operating outside of Earth-controlled space, if there's a Human telepath aboard, I've missed the fact. So there is not organic reason for the series to deal much with the War or its aftermath except as it might come up in individual scripts. I can't see the Earth Teep situation becoming an on-going story thread in Rangers the way it was in B5 and would have been in Crusade.

LotR happens just under 3 years after the end of B5.
The Psi wars are over by the time of Crusade which is 5 years after the end of B5.
Lyta was supposed to contact Garibaldi a year after the end of B5.
So where do the Psi wars fit into the time line of LotR?

I agree with Joe DeM. There really is no reason for the events of the telepath war to play a part in LotR. As he said, it is a mixed human/alien crew on board a ship owned by the IA operating outside of Earth controlled space. There could be a reference to the teep conflict here and there, but I don't think it would play any major roll in the series. It would not be necessary because the Rangers are supposed to be helping worlds that have been hurt by the Shadow War, and the telepath crisis would most likely be an all-human event probably fought on Earth and Mars.

There are a number of other Human colonies that would have been involved, and the Psi Corps trilogy indicates that the Interstellar Alliance eventually intervened, probably late in the war. But they probably intervened with their best ships, not an old rust-bucket like Liandra (

) so it still seems unlikely that we'll do more than hear about the war in the movie and the series. (Unless the battle where David retreated was related to the intervention. Even then we'd only see it as a battle from the point-of-view of the crew of his ship, and not get much of the story.)

Why exactly ISA did intervened? Sheridan and Delenn promised that they wouldn't mess with inner problem of races. Did president of Earth Alliance ask help or did the Crisi spread over the edge of Earth controlled worlds?

We're not told, but your two guesses seem to be the mostly likely reasons. The IA could legally intervene at the request of EarthGov, or if the conflict spilled over beyond Human space and started hurting Alliance ships and worlds. At that point it would have ceased to be a "purely internal matter" and the IA would have been justified in taking action under its charter.

Just a side thought, by this time Babylon 5 is probably legally not Earth controlled space. Unfortunately, that is a weak argument because “everyone comes to Babylon 5”.

True. But since we have no indication that the station is involved in the war prior to the IA intervention, this doesn't present a problem. It could be precisely an attack on the station, or an attempt to route arms or personnel through it, that brings the IA into the conflict.
