Actually, she tells Garibaldi that he has
two years to raise and equip a force that she can use to bring down Psi Corps. So that would place her return in 2264.
JMS has elsewhere confirmed that the Telepath War starts in 2264 (the year Lyta returns) and ends in 2265 (the same year as the
Rangers pilot.)
But chances are that
Rangers takes place a few months after the end of the war. JMS wouldn't "throw away" a story he's been saving for years just to use it as background for another series. They'll probably be references to it in a
Rangers series, and possibly even the telefilm, just as there were in
A Call to Arms and
Crusade. But
ACtA and
Crusade were about an EarthForce crew, dealing with a Human crisis, and featured a major character who is a telepath living under the new post-Psi Corps rules.
Rangers is about a mixed crew of Humans and aliens, operating outside of Earth-controlled space, if there's a Human telepath aboard, I've missed the fact. So there is not organic reason for the series to deal much with the War or its aftermath except as it might come up in individual scripts. I can't see the Earth Teep situation becoming an on-going story thread in
Rangers the way it was in
B5 and would have been in
Crusade.
