Since the Great Rift both JMS and Claudia have made slightly more restrained comments, and left the possibility of Ivanova's participation in unspecified "future projects" open. (Claudia also talked about how she "quit"
B5 - her word - in a magazine interview long after the whole thing had blown over. So the quit/fired argument should be buried.)
Bruce's outburst came more from sheet disbelief than anything. If the network is offering you a sixth series
of course you take it. He simply couldn't believe (nor could Jerry Doyle) that JMS really meant it when he said "five years and out." (They also didn't understand that because of their one-year contract extension to move the show to TNT, it was financially
impossible to continue the show as it was. Everbody would have (rightly) wanted a raise, and the per episode cost would have exploded to the point where the network and the studio couldn't afford to make the show. Exactly as JMS planned it.

Allowing for flashbacks, I wouldn't rule
anyone out.
Garibaldi is a possibility, since he still seems to act as an unofficial troubleshooter for Sheridan from time to time (see,
ACtA), and since his vast business holdings would require at least
some interstellar travel. (And B5 would likely continue to be a handy meeting place.)
Franklin would mostly be based on Earth as head of xenobiological research, but, being Franklin, he'd also insist on doing some field work, so he could plausibly turn up almost anywhere.
I'd love to see a flashback episode featuring Marcus.
Everybody seems to think they'd
have to run into Lochley if they visit B5 (and they'd
have to do that from time to time if the station is in the show's title), but I'm not so sure. They're covert operations types, as likely to be aboard B5 undercover, and they're of relatively junior rank compared to the military governor of a space colony - no more likely to meet with her when they're aboard than an air force captain attending a briefing at a base is likely to drop in on the commanding general. Still, she could turn up sometimes.
Delenn as Entil'Zha is almost inevitable at
some point, although again, the crew of a U.S. destroyer in the WWII Pacific would not expect to meet with Chester Nimitz very often, if ever.
How about Tessa Halloran - formerly Number One of the Mars resistance? She's head of covert intelligence for the IA, based on B5, which makes the Rangers her troops in a sense.
Since Bester is a wanted man, I don't think he could plausibly appear more than once, maybe twice, in the whole series. But it could be interesting if he does.
I seem to recall from Bruce's book tour comments, and what he said about the proposed
Rangers movie and possible series, that he would not be opposed to returning as President Sheridan. (He thought a series of TV movies with the original cast was the best way to carry the story on.) So there's hope for him, too.
